Position Description

Are you an experienced Compensation & Benefits expert ready to lead strategy, influence leadership, and drive meaningful change?

The City of Wilmington is looking for an experienced Compensation & Benefits Manager to oversee all compensation and benefit programs for the City. You will participate in the strategic planning and development of policies/procedures, new programs and technology for compensation and benefit administration. You will also analyze compensation data and evaluate positions to determine classification and salary. Additionally, you will administer employee benefits, pension and savings plans and coordinate with benefits brokers and plan carriers.  Other duties include presenting information to employees and City leaders, participating on city-wide teams and committees, coordinating special project and teams, and ensuring compliance with various governing agencies and laws.

Typical Tasks

  • Lead and supervise staff by developing work plans, planning and prioritizing projects, evaluating work, ensuring policy and procedure compliance, recommending and/or making changes and adjustments, and monitoring staff performance and development.

  • Oversee and manage all phases of the City's benefit programs including health insurance, dental and vision insurance, life insurance, pension and savings plans, paid leave programs, and family/medical leave.  Coordinate with benefit brokers and plan carriers to secure cost-effective benefits that meet the strategic objectives of the organization.

  • Design, implement, and manage salary classification and compensation programs. Conduct internal and external analysis of compensation and benefits, prepare competitive analysis and make recommendations on increases, salary structures and benefits offered to maintain market competitiveness. Proactively complete and maintain detailed job descriptions, occupational classifications, and salary scales.

  • Research and develop strategy for all benefit programs health and welfare, retirement, life insurance and disability plans - with the support of consultants, brokers and vendors. Prepare qualitative and quantitative analytics in collaboration with Finance to support development of cost-effective benefits programs, including proposals for program changes, utilization, vendor performance, trends and program analysis.

  • Oversee and manage preventative wellness initiatives designed to encourage, educate and engage employees and spouses in healthy lifestyle behaviors that reduce risk factors. Monitors the wellness services provided through the City's onsite clinic and provides analysis of progress/improvement in the wellness of our employees.

  • Performs other related duties as assigned.

Qualifications

Education and Experience

  • Bachelor’s degree in Human Resources Management, Public Administration, Business Administration or related field of study and five (5) years of increasingly progressive human resources experience, with a focus on compensation and benefits
Additional Requirements
  • HR certification (SHRM-CP, SHRM-SCP, PHR or SPHR)
  • Valid Driver's license
Knowledge, skills and abilities
  • Knowledge of principles, practices and techniques used in classification, compensation, benefits administration and wellness programs.
  • Knowledge and ability to prepare budget for self-insured programs. 
  • Knowledge and ability to interpret and apply federal, state and local codes and regulations as well as City and personnel policies.
  • Intermediate level skills in Microsoft Office applications. 
  • Ability to provide administrative and professional leadership and direction for the benefits and compensation division of Human Resources.
  • Ability to establish and maintain effective working relationships through communicating and fostering a cooperative and professional culture.

Supplemental Information

  • Must be able to physically perform the basic life operational functions of stooping, kneeling, crouching, reaching, walking, pushing, pulling, lifting, feeling, talking, hearing, and repetitive motions.

  • Must be able to perform sedentary work, exerting up to 25 pounds of force occasionally, and/or a negligible amount of force frequently and constantly to carry or move objects in various lifting positions, such as overhead, chest height, etc.

  • Must possess the visual acuity to work with data and figures, operate a computer and related equipment, and the ability to read to comprehend written material and make inferences from the contents.
