Job Summary
Reporting to the Manager, Total Rewards, the Compensation Specialist provides specialized services in job evaluation as well as assistance in the design, development, implementation, and administration of the College's compensation programs. The position will determine the classification of positions using the appropriate job evaluation system, carry out occupational reviews and monitor consistency of evaluations. The incumbent will represent the employer on management committees and in dispute resolution processes (including grievances) as it relates to job classifications.
This position works collaboratively with the Manager, Total Rewards and client groups in implementing wage, salary administration and job evaluation. This position works closely with the HR team, in particular with the HR Strategic Partners (HRSP), to provide coordinated advisory services on compensation matters. The incumbent ensures appropriate and consistent application of job evaluation and compensation plans, collective agreements, terms and conditions of employment, College policies and procedures. The incumbent also participates in special assignments, projects and initiatives.
What you'll be doing:
Job Evaluation
- Conducts intake meetings with Managers to ensure a full understanding of the role to be evaluated
- Reviews job descriptions and provides recommendations for revisions in collaboration with respective manager.
- Analyzes, researches, and determines classification of all support staff and administrative positions, applying College job evaluation systems, consistently.
o Ensures internal equity is achieved by conducting analysis and comparison of similar positions within department/s and College-wide.
o Maintains highly competitive and attractive positions by researching and analysing similar positions within the 24 Colleges of Ontario
- Provides explanations/rationale for classification decisions to HR Strategic Partners and applicable manager/s, providing information and/or training to promote understanding of College classification systems/outcomes, consistency and defensibility objectives of College-wide service.
- Coordinates and completes any necessary administration as a result of position reclassifications (I.e. Employee letters from Manager & corresponding SAF's)
- Maintains and updates a 'Job Evaluation Log' to record all requests for Job evaluation from managers, the respective HRSP, indicating its status, daily.
- Creates/maintains e-records of all positions: Administrative & Support in an orderly and consistent manner, making sure it is user friendly and accessible to all appropriate HR staff members. This includes positions descriptions, classification documents, memos to Unions, reclassification letters, and all job evaluation related documentation.
- Provides ad-hoc reports to HR Management regarding any job evaluation related matters.
Compensation & Position Control
- Fulfilling all requests for salary placements which includes the analysis and validation of proposed salary assignment for new hires and internal transfers for FT and PT Administrative and Support employees. Ensuring internal equity and reducing risk to College.
- Maintains/updates a 'Salary Placement Log' to record all requests for salary placements from managers, indicating salary recommendation on a daily basis.
- Create all Part-time positions requests, ensuring positions are set-up accurately in Banner.
- Maintains position records in Banner for reclassifications ensuring position record is updated or makes a request that a new position is created.
- Advising Managers & HRSPs on procedures related to position control.
- Ensuring appropriate steps are followed for position conversions, position reclassifications (Ie. Complete SAF to update position in Banner, RTH's are requested).
- Complete all "reports to" changes in Banner.
- Participate in the completion of Compensation surveys.
Compensation Programs
- Actively support year-end compensation processes with Manager, Total Rewards, including salary increases, merit payments, pay for performance plans and cost of living adjustments.
- Ensure Pay Equity compliance for college with both union and non-union employee groups.
- Maintenance of Pay Equity plans for the college in accordance with The Ontario Pay Equity Act.
Mentoring/Training
- Meet regularly with HRSPs to discuss status, challenges, and provide updates on matters of job classification.
- Provides advice to HRSPs and College management on completing JFS/PDF, job evaluation, emphasizing throughout the objective to ensure a standard approach and improve/maintain consistency and defensibility of classification approaches and outcomes.
- Provides advice to Managers & HR team on the extent changes to existing jobs impact ratings and relationship to other jobs and ratings.
- Develops and participates in the design and development of information, training and process tools which promote a standard approach.
- Provides information and training to Managers on their role and responsibilities in the classification process.
Labour Relations/Union
- Responds to requests from Union regarding PDFs and core points documents
- Prepares and sends Re-classification Memos to Union once needed (usually every 3 - 5 re-classifications)
- Main contact person for classification grievance - in terms of coaching respective manager, preparing & providing documentation at step 1 meeting with Union, documenting meetings, etc.
- Prepares brief management with all related documentation to present to lawyer/arbitrator regarding Classification Grievances.
- Participate in all grievance meetings up to and including arbitration
Other duties as assigned.
What you'll bring to the role:
- A 3-year Diploma/Degree or equivalent in such disciplines as Business, Communications, Human Resources, Labour Relations or a related field is required at the point of hire into this position
- Minimum of 4 years compensation and classification experience consulting, collaborating and leading projects or an acceptable combination of education and experience.
- Thorough knowledge of compensation, job evaluation and related human resources and labour relations theory and principles to apply job evaluations systems within a well-rounded human resources context.
- MS Office Suite
- Job Description Writing training and Job Evaluation training.
- Analytical skills to address complex and contentious classification issues.
- Communication skills to prepare and provide written and oral explanations and rationales to classification decisions.
- Organizational and consultation skills to coordinate committees, and to lead classification reviews.
- Experience working in a unionized environment.
- Coaching and training skills.
- Relationship-building skills to work collaboratively across the College.
- Demonstrated commitment and understanding of human rights, equity, diversity, inclusion, and accessibility.
- The ability to communicate and work effectively with diverse students, employees, and communities.
