Primary
Leads the development and implementation of the City’s total rewards strategy—including compensation, classification, and benefits—to ensure alignment with organizational goals, workforce engagement, and long-term fiscal sustainability.
Supervises the day-to-day evaluation and administration of total rewards programs, directing assigned staff in the delivery of competitive, cost-effective, and legally compliant compensation and benefits services.
Conducts ongoing market, fiscal, and internal equity analyses to evaluate compensation structures and benefit offerings, and recommends data-informed adjustments to maintain competitiveness and budget alignment.
Manages the job classification system, ensuring roles are accurately evaluated, FLSA and EEO-4 compliant, and structured to support operational effectiveness and cost efficiency.
Collaborates with HR leadership, department heads, and finance to align compensation and benefits programs with workforce planning, service delivery needs, and collective bargaining agreements.
Prepares detailed reports, dashboards, and financial models to support decision-making by City leadership and to inform annual pay plan and salary ordinance development.
Secondary
Communicates the City’s compensation and benefits strategies, practices, and policies to employees and City Council.
Participates in developing the departmental budget.
Performs the duties of the Benefits Manager in their absence.
Submits the EEO-4 report biennially.
Provides data and analysis to City leadership for informed decision-making.
Bachelor’s degree or equivalent experience in human resources, public administration, business, or a related field.
Five years of progressively responsible experience in human resources, including at least three years of direct experience in classification, compensation, and benefits.
A minimum of one year of supervisory or lead experience.
Ability to apply related laws and regulations (e.g., FLSA, ACA, ERISA).
Experience in strategically aligning compensation and benefits practices with organizational goals.
Demonstrated experience in using advanced analytical skills, to interpret and present data to organizations.
Ability to utilize Microsoft Office Suite and Google Workspace (formerly G Suite) or related software preferred.
Experience working with both union and non-union employee groups and applying compensation and benefits strategies in a collective bargaining environment preferred.
Human resources, project management, and/or compensation professional certifications preferred (e.g., CCP, CBP, SHRM-CP/SCP).
Difficulty of Work
Incumbent is required to have written and verbal communication skills, with the ability to clearly explain and present complex information to a range of audiences.
Work is performed in a standard office environment, requiring sustained mental focus and problem-solving.
Frequently faces complex and sensitive situations, especially involving employee relations and labor matters.
Occasionally required to work outside of regular business hours.
Personal Work Relationships
Maintains frequent contact with the City’s executive team.
Interacts regularly with employees, union representatives, HR professionals, vendors, and members of the public to provide guidance and explain policies.
