The Human Resources Section exists to provide the full range of human resource services used to attract, develop, engage, and retain competent and productive talent needed to deliver the Department's business.  Within the terms of the delegation agreement between the Department and the State Personnel Director, functions include: recruitment/selection, job evaluation and pay and benefits administration, absence management, workforce planning, performance management, employee relations, dispute resolution, employee and organizational development, compliance with personnel rule and employment law, consultation and guidance to managers and employees, maintenance of official position and employee files, and HR metrics reporting.

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage. 


**Please note - equipment provisioning and certain onboarding tasks will take place in person, in our downtown Denver office, on the first day of employment.**





Description of Job

The Human Resources Section welcomes your interest in the HR Compensation Analyst temporary position.  This position ensures compliance with Equal Pay for Equal Work Act and compliance with relevant compensation laws and rule.

Responsibilities in this position include:

  • Review individual employee NEOGOV profiles and position descriptions to quantify and categorize current and prior professional work histories for HR database
  • Generate reports and cleaning report data in preparation for analysis
  • Data entry
  • Provide research and analysis of policies
  • Ensure decisions made are evidence-based and supported by data
  • Perform duties included with preparing, initiating, closing out, and maintaining upcoming large scale projects (e.g., Equity Sweeps, Step Increases, etc.)
  • Provide skills-based hiring research, analysis, and reporting
  • Identify trends and areas for improvement
  • Design, administer, and maintain HR surveys
  • Write and maintain reference guides
  • Provide operations and lead project support for HR database project
  • Make all recommendations regarding the database and the accompanying survey
  • Present survey and database information to identified teams, stakeholders/requestors
  • Explain research methods, data collection methods, statistical methods and other compensation-based parameters to the intended audience
  • Build reports to show the final result as well as any supporting data
  • Analyze the end-user’s need and determine which presentation method(s) are needed on a case-by-case basis
  • Present complex technical to a variety of stakeholders and clientele
  • Review, master, and implement different types of data presentation and visualization methods such as oral presentation, email summarization, Excel spreadsheets, PowerPoint presentations and dashboards

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

There are two ways to qualify for this position:

Experience Only:

Six (6) years of professional experience in data analysis or compensation analysis

Education and Experience:

Bachelor's degree from an accredited institution in a field of study related to human resource management, business administration, accounting, finance, economics, psychology, industrial relations, industrial/organizational psychology, or another field related to the work assignment 

AND

Two years of professional experience data analysis or compensation analysis

Preferred Qualifications:
  • Prior state experience related to the duties of this position

  • Prior direct experience working in compensation management and/or analysis

  • Detail oriented.

  • Customer service and problem solving focused.

  • Experience querying and managing large databases.

  • Demonstrable experience using statistical software for data analysis.

  • Experience using statistical methods to analyze data and evaluate program impact.

  • Technical report writing skills.

  • Ability to set and prioritize workload, develop a work plan with tasks, time frames, milestones, and resources.

  • Knowledge of the Equal Pay fo Equal Work Ace and its impact on compensation including compensation analysis.

  • Experience in ensuring that compensation practices are in compliance with current legislation (pay equity, State Personnel Board Rule, Agency SOPs, etc.).

  • Prior human resources experience.

  • Experience in comparing candidate information against agency data to verify accurate, equitable, and competitive compensation offers.

  • SPCP in Job Evaluation

  • CCP or other compensation-based certifications

  • SHRM-CP or PHR

  • Strong communication skills, verbal and written

  • Ability to develop constructive and cooperative working relationships with others

  • Ability to use logic in making decisions based on big-picture thinking; and

  • Ability to be self-motivated and self-directed, while possessing the ability to work in a team environment.



DEFINITION OF PROFESSIONAL EXPERIENCE:  Professional experience is defined as experience that may include: independent judgment and discretion in performing work duties, a level of specialized knowledge, in-depth work requirements such as data gathering, analysis and interpretation, customer service across a broad range of individuals including key personnel, and/or individual accountability for results.


CONDITIONS OF EMPLOYMENT

  • All positions at HCPF are security-sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
