This position is eligible for teleworking, and OSHR is currently offering a three-day onsite and two-day remote hybrid schedule. 

We invite you to consider an opportunity to join the OSHR Total Rewards team as a Senior Compensation and Classification Consultant. This role is ideal for a solution-focused subject matter expert with extensive experience in job design, labor market analysis, classification, position management, and project leadership.

This position demands a highly analytical professional responsible for program modeling, analyzing, pricing, and reporting on compensation programs, all of which are crucial for maintaining the Statewide Compensation System.
Key responsibilities include:


  • Designing and delivering online, virtual, and in-person classification and compensation training.
  • Analyzing labor market data and providing accurate data, in compliance with all state privacy safeguards, to comprehensive labor market surveys.
  • Designing new jobs and/or modifying existing jobs based on the evolution of work, legislative mandate, or labor market best practices.
  • Offering consultation and technical support on organizational design, education, and experience patterns related to career levels and internal equity issues.
  • Providing consultative support to team members regarding compensation and classification processes, programs, and policies, including technical assistance on organizational design and internal equity matters.
  • Collaborating with the OSHR Data Team to ensure the accuracy and consistency of all compensation-related metrics. 
  • Lead large-scale statewide projects aimed at researching, analyzing, evaluating, and recommending enhancements to compensation program processes, quality controls, and reporting.

Division Information
The Total Rewards Division is comprised of two sections, Classification & Compensation, and Pay & Leave Administration. The Division is responsible for the administration of classification, compensation, pay, and leave administration-related programs and policies for North Carolina state government. This includes the development, communication, administration, and training of modern strategies and efficient tools that enable agencies and universities to competitively attract, retain, and motivate talented staff.  

Knowledge, Skills and Abilities / Competencies

  • Advanced Excel skills including formulas, pivot tables, and macros.
  • Working knowledge of job evaluation systems and HR policies and procedures related to classification, compensation, salary administration, and position management.
  • Demonstrated knowledge of FLSA and other related federal laws impacting classification and compensation.
  • Demonstrated experience in analyzing and interpreting HR laws, regulations, policies, and practices.
  • Demonstrated experience creating and presenting training presentations that convey technical content to an audience of HR professionals.
Management Preferences
  • Related HR experience in governmental operations.
  • Certified Compensation Professional (CCP) is preferred.
  • Working knowledge of the design and management of a comprehensive compensation system, including pay structures, market trends, market analysis, best compensation practices, and modeling.
  • Thorough technical proficiency in modeling and analyzing tools functionality.
  • Knowledge of accepted industry job evaluation standards and position management practices. 

Minimum Education and Experience Requirements


As part of Executive Order 278some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution, and 5 years of experience required; or High school or General Educational Development (GED) diploma and 8 years of progressive experience in Human Resources; or equivalent combination or education and experience.
