Compensation Analyst

Summary

Responsible for compensation and classification analyses and proposals that ensure the City is competitive in total compensation while maintaining legal compliance, internal equity, and external competitiveness in pay.

DUTIES

  • Develop, analyze, modify, administer, and implement City of Denton compensation programs including, but not limited to, prepare and maintain job classifications and salary scales, conduct position classification, re-classification, and reorganization analyses, evaluate and implement job analysis instruments and materials, and analyze and provide recommendations to ensure pay equity. 
  • Ensure compliance with Federal, State and Local compensation laws and regulations; provide advice to internal stakeholders on Fair Labor Standards Act (FLSA), pay decisions, policy interpretations, and job evaluations.
  • Prepare and maintain job descriptions for each position in the organization; collaborate with internal stakeholders to ensure job descriptions accurately reflect the work being performed including, but not limited to, essential functions, duties, minimum requirements, knowledge, skills, abilities, working conditions, and exemption status.
  • Monitor salary survey data to ensure City compensation objectives are achieved and use data analysis techniques to assess results and market trends.
  • Evaluate compensation practices effectiveness; provide recommendations that are cost-effective and consistent with compensation trends and City values, goals, and objectives.
  • Design, recommend, and implement creative solutions to specific compensation-related programs and incentive plans.
  • Conduct data and cost analyses; provide recommendations for use in leadership decisions.
  • Develop effective techniques for compiling, preparing, and presenting data; prepare and present position, salary, and compensation structure analysis information, as needed.
  • Develop and maintain complete and accurate records.
  • Collaborate with internal stakeholders on conducting focus groups to collect employee feedback on specific issues or topics related to benefits and compensation.
  • Participate on committees, focus groups, task forces, and special projects, as needed; participate in Requests for Proposals (RFPs), vendor, and contract management activities related to compensation.
  • Stay abreast of legislation at the Federal, State, and Local that impact the City’s compensation program; provide recommendations for changes, as appropriate.

Job Requirements

EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS

  • Bachelor’s Degree from an accredited college or university in Human Resources, Finance, Business Administration, or related field; and,
  • Six (6) years’ experience in compensation, total rewards, or related field; and, 
OR
  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

  • Knowledge of project management principles, including the ability to review and recommend project improvements based on scope and budget.
  • Knowledge of effective research-based strategies, theories, techniques, and methodologies. 
  • Skill in conducting job analyses and comparing market data to recommend position placement. 
  • Skill in analyzing and researching, interpret and understand policies, laws, and regulations, and provide workable recommendations and solutions that maintain compliance.
  • Skill in complex problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions. 
  • Skill at the advanced level, working with applicable Microsoft Office 365 products, and other software systems to complete work. 
  • Skill in providing exceptional service to internal and external customers. 
  • Ability to communicate effectively, both in oral and written forms, for the needs of the audience.
  • Ability to establish and maintain effective interpersonal relationships.
  • Ability to handle records and complex situations of a confidential nature. 
  • Ability to handle difficult and stressful situations with professional composure and confidentiality. 
  • Ability to work independently and/or with team environment while handling multiple tasks and changing priorities with attention to detail.

CONDITIONS OF EMPLOYMENT

Environmental Factors and Conditions/Physical Requirements

SAFETY 

  • Ensure equipment is in safe operating condition; perform preventive maintenance on tools and equipment, as appropriate and/or notify leadership immediately of needed repairs. 
  • Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
  • Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to leadership.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS

  • Tools/Equipment Used: Standard office equipment, including computer and peripherals.
  • Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
  • Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
  • Lifting: Lifting and carrying (less than 15 pounds).
  • Environment: Works in an office setting and occasionally, if conducting job audits/observations, around animals (including diseased, injured and/or potentially aggressive animals) and outside with exposure to sun, heat, cold, humidity, and inclement weather, noise, dust, no/low light, insects, poison oak/ivy, debris, confined spaces, mold, chemicals, odors, potentially hazardous conditions, uneven ground, and rough terrain; occasionally requires irregular and/or prolonged hours.
  • Travel: Travel to City of Denton buildings and professional meetings as required.
  • Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours and weekends, as needed.
