Job Goal: Provide technical assistance, consultation, and professional learning to ESC Region 6 districts in the development and implementation of strategic staffing and TIA-aligned strategic compensation systems. Support districts in designing sustainable compensation structures that align educator effectiveness, staffing models, and Teacher Incentive Allotment (TIA) requirements.
Qualifications:
Education/Certification
? Bachelor’s degree required
? Master’s degree in Education, Educational Leadership, Human Resources, Public Administration, or related field preferred
? Texas Teaching Certificate required
? Texas Principal or Superintendent certification preferred
Experience
? Experience working directly with district and campus leaders (e.g., superintendents, HR staff, principals, instructional leaders)
? Experience supporting or leading district or campus initiatives related to staffing, compensation, educator effectiveness, or school improvement
? Experience facilitating meetings, professional learning, or planning sessions with adult learners
? Experience with Teacher Incentive Allotment (TIA), local designation systems, or performance-based compensation preferred
Knowledge, Skills, and Abilities:
Knowledge of Texas public school systems and district- and campus-level leadership structures
? Ability to consult, coach, and facilitate conversations with district and campus leadership teams
? Ability to analyze and explain staffing, compensation, and educator effectiveness data in ways accessible to leaders
? Strong interpersonal, communication, and relationship-building skills
? Ability to adapt support to district and campus contexts and needs
? Ability to manage multiple district partnerships and projects simultaneously
Major Responsibilities and Duties:
Strategic Staffing and Compensation
? Provide technical assistance to districts in designing and implementing TIA-aligned strategic compensation systems
? Support districts in aligning staffing models with instructional priorities, educator effectiveness, and compensation structures
? Assist districts in evaluating current staffing and compensation practices and identifying opportunities for redesign
? Support districts in planning for fiscal sustainability of TIA funds, including blended funding strategies
Technical Assistance and Professional Learning
? Provide consultation, coaching, and professional learning for district leaders and staff
? Develop and deliver resources, tools, and training related to strategic staffing, compensation, and TIA implementation
? Support districts in preparation for TIA expansion or Enhanced TIA readiness
Collaboration and Program Support
? Collaborate with ESC staff to align human capital services with school improvement and finance initiatives
? Stay current on TEA guidance, policy updates, and best practices related to TIA and strategic compensation
? Participate in ESC Region 6 initiatives and perform other duties as assigned
