Summary

Responsible for analyzing, developing, implementing, coordinating, communicating, and administering competitive Total Rewards programs. Engage with leadership to develop a Total Rewards strategy and deliver innovative and cost-effective solutions that strengthen the City of Denton’s ability to attract and retain talent.  

Essential Functions and Other Important Duties

DUTIES

  • Use benefit utilization, trends, and employee feedback to identify opportunities for program enhancement, cost optimization, and alignment with the evolving needs of City of Denton employees and organizational needs.  
  • Analyze, design, evaluate, and modify Total Rewards programs and policies to ensure they remain current, competitive, in compliance with legal requirements, and responsive to emerging market trends. 
  • Oversee the administration of all employee benefit and retirement programs, ensuring compliance with regulatory requirements and plan provisions. 
  • Translate compensation strategy into actionable plans by overseeing the design, administration, and evaluation of compensation programs, including base pay, merit, equity, and COLA, and leveraging analytics to assess program effectiveness and recommend improvements. 
  • Provide strategic oversight and expert guidance to internal and external stakeholders on all leave-of-absence programs, including ADA, FMLA, disability plans, and reasonable accommodations, ensuring consistent interpretation of policies, alignment with legal requirements, and effective resolution of complex or escalated cases.
  • Collaborate with Budget and City leaders to ensure Total Rewards programs are well understood, effectively communicated, and aligned with organizational goals and employee engagement priorities.         
  • Collaborate with internal and external stakeholders to coordinate wellness activities and employee participation Citywide; identify project objectives and measure program outcomes; recommend program revisions as needed to ensure program success.
  • Partner with the Administrator to oversee the day-to-day management of the Employee Health Clinic.
  • Analyze compensation policies, government regulations, and surveys to develop competitive compensation plans to attract and retain employees.
  • Provide internal and external stakeholders with financial models and recommendations to ensure well-balanced and cost-effective benefits and compensation programs; modify programs based on funding and market trends. 
  • Drive continuous process improvement by identifying inefficiencies, standardizing workflows, and implementing scalable Total Rewards practices.
  • Develop and deliver information, engaging training, creative communication tools, and thought leadership initiatives to educate managers and employees on Total Rewards policies, programs and costs, share innovative insights and best practices, and promote the City’s Total Rewards philosophy internally and externally. 
  • Advise leadership on pertinent updates to Federal and State Regulations and necessary adjustments to maintain compliance; assist in the application of practices and policies to ensure compliance.
  • Manage benefit plan consultants and external vendors by providing necessary information and reports; work to address plan questions or concerns to ensure effective support for City of Denton employee benefits programs and services.
  • Manage the design and development of tools to guide managers through compensation decisions.  
  • Oversee the open enrollment and benefit orientation processes, ensuring timely resolution of benefit-related issues to support effective delivery of Total Rewards programs.

 SUPERVISORY/BUDGET RESPONSIBILITIES
  • Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
  • Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective and funds are managed wisely.

Job Requirements

EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS

  • Bachelor’s degree in Human Resources, Public Administration, or related field; and 
  • Five (5) years of progressive responsibility for employee benefits administration and retirement programs; and 
  • Three (3) years of supervisory experience.

  • Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

  • Knowledge of employee benefits, wellness, retirement, and compensation programs best practices, performance management, implementation and process improvement.
  • Knowledge of applicable Federal, State, and Local Government laws, ordinance, and regulations.
  • Knowledge of employment practices and compliance with wage and hour laws, rules, and regulations.
  • Skill in analyzing, researching, interpreting and understanding policies, laws, and regulations, and providing workable recommendations and solutions that maintain compliance.
  • Skill in advanced problem solving and use of analytics, data and financial modeling; identifying problems and reviewing related information to develop and evaluate options and implement solutions.
  • Skill in interpersonal relations using tact, patience and courtesy. 
  • Skill in conducting investigations, mediating and negotiating differences and developing consistent enforcement of Human Resources laws, rules, regulations, practices, and procedures related to ADA, FMLA, and reasonable accommodations.
  • Skill in providing exceptional service to internal and external customers. 
  • Skill at an advanced level, working with Microsoft Office 365 and network software programs to complete work.
  • Skilled at developing and delivering multi-mode communications that convey a clear understanding of the unique needs of different audiences.
  • Ability to establish and maintain effective interpersonal relationships.
  • Ability to work independently and/or within a team environment while handling multiple tasks and changing priorities with attention to detail.
  • Ability to communicate effectively, both in oral and written forms, for the needs of the audience.

CONDITIONS OF EMPLOYMENT
  • Must have and maintain a valid Class “C” Driver’s License and valid state-required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state-required minimum automobile liability insurance within 90 days of hire per state law)
  • Must pass a drug test, driver’s license check, criminal history background check, employment history verification, and social security number verification.
