Project Overview:

The Town of Haymarket, VA is seeking an experienced and Certified HR Compensation Consultant to lead and execute a comprehensive Compensation Study Plan. The purpose of this study is to assess current compensation structures, ensure internal equity and external competitiveness, and develop strategic recommendations to support the town’s ability to attract and retain top talent across all departments.

Key Responsibilities:

  • Conduct a comprehensive assessment of current compensation structures, salary grades, and job classifications.
  • Review and analyze existing job descriptions, organizational structure, and comparable benchmarks within the public sector (municipalities, towns, and similar local governments).
  • Perform market analysis using relevant public sector salary data and industry standards.
  • Evaluate internal equity and external competitiveness across all town positions.
  • Facilitate meetings with town leadership and department heads to gather input and understand unique role requirements.
  • Provide recommendations for a revised and equitable compensation plan, including updated salary ranges, job classifications, and pay policies.
  • Deliver a final Compensation Study Report with supporting documentation, rationale, and implementation guidelines.
  • Present findings and recommendations to town leadership, and potentially to Town Council or other stakeholders.
  • Provide support during the implementation phase, including employee communications and policy updates, as needed.

 

Required Qualifications:

  • Certified Compensation Professional (CCP) or equivalent HR/Compensation certification required.
  • Bachelor's degree in Human Resources, Business Administration, Public Administration, or related field (Master’s degree preferred).
  • Minimum 5–7 years of experience in compensation analysis, salary studies, or HR consulting, preferably with public sector clients.
  • Proven track record of leading compensation studies or classification/compensation projects for municipalities or local governments.
  • Strong knowledge of compensation best practices, job evaluation methodologies, and labor market analysis.
  • Excellent analytical, presentation, and communication skills.
  • Ability to manage project timelines independently and work collaboratively with stakeholders.

 

Preferred Qualifications:

  • Prior consulting experience with small to mid-sized municipalities or town governments.
  • Familiarity with Virginia public sector compensation systems and compliance standards.
