JOB PURPOSE:
Serves as the Classification and Compensation Manager for the Office of Human Resources, this position will be responsible managing the entire Classification and Compensation area within the Office of Human Resources. This position will provide guidance, policy interpretation to managers regarding best practices, salaries, proper classification according to the Division of State Human Resources and other Classification and Compensation related concerns to remain in compliance with Federal and State law as well as the South Carolina Department of Juvenile Justice (SCDJJ) policies and procedures.JOB RESPONSIBILITIES:
Oversees recommendations and/or renders decisions on salary requests for new hires, reclassifications, promotions, and other salary adjustment increases and decreases.Ensures all actions are processed in the Office of Human Resources Service Portal within the established timeframe identified in the HR SOP.
Oversees the update and review of all Position Descriptions (PD) in the Office of Human Resources Service Portal within the established timeframe on an ongoing basis to ensure all are accurate and up to date and they correctly describe the position and job steps for each employee's position in the agency.
Meets with management to ensure PD has pertinent information and real time information to reflect position changes.
Analyze positions through thorough job analysis and desk audits and review of other comparable positions.
Provides guidance on position needs and successfully conduct a market analysis utilizing local, state and federal data.
Creates, maintains, and analyzes HR reporting through BEX queries and EXCEL.
Creates custom ad-hoc reports and system queries as requested, validating results and ensuring accuracy.
Reviews report to ensure information is accurate i.e., vacancy reports, EPMS reports, Employee Position/Demographic report, temporary employee report and annual reports due to state Human Resources Division as related to functional areas under supervision.
Ensures all technical support and documents to staff, management, and employees regarding Class and Comp issues are addressed.
Assists with developing and recommending policies and procedures for assigned functional areas.
Ensures internal hiring rates are updated as needed to remain in compliance with state pay bands.
Develops new internal hiring rates that are in compliance with state general wage increases.
Updates agency's internal classification/compensation plan as needed or required and ensures proper distribution.
Responds to all inquiries appropriately and within agency guidelines or other regulations/laws.
Preforms other job-related duties as required.
STATE MINIMUM REQUIREMENTS:
A bachelor's degree and relevant human resources experience. A master’s degree in human resources management may substitute for the required experience.ADDITIONAL REQUIREMENTS:
