The Human Resource Manager I role is the career track for first level managerial employees involved in the planning, implementation and management of one or more specialty areas or serves as a single charge position. These employees consult with agency management on issues related to staffing, policy compliance and organizational development/management as well as direct the work of paraprofessional and professional staff. These employees formulate goals and objectives to support the organization’s mission.
Job Description:
An experienced, highly skilled and innovative Total Rewards Manager will lead the classification & compensation and benefits functions. The incumbent oversees implementation of the university’s classification system and compensation program; reviews classification and compensation recommendations; oversees and ensures effective and legal implementation of university and state benefit plans and programs; reviews processes and policies, recommends improvements, and implements changes.
Job duties and functions assigned to this position:
Classification and Compensation Oversight (35%)
- Oversee and ensure effective, appropriate, and legal implementation of the university’s classification system and compensation program.
- Ensures that annual compensation studies are completed by established deadlines.
- Provide input as needed to the Classification and Compensation Analyst on independent contractor assessments and classification and compensation reviews.
- Perform classification and compensation reviews when needed.
Benefits Oversight (30%)
- Oversee and ensure effective, appropriate, and legal implementation of university and state benefit plans and programs.
- Serve as an expert for the university’s internal retirement plan. Establish work plans and direction for the benefits team.
- Manage monthly requuired reconciliation
- Keep supervisor informed as eeded of activities, issues, and concerns.
Total Compensation Program (25%)
- Develop, implement, interpret HR policies and procedures regarding benefits administration, classification, and compensation.
- Make independent decisions or escalate as appropriate to resolve administrative issues for the Total Compensation Team.
- Review processes and policies, recommend improvements, and implement changes.
- Provide budget information on an annual and as needed basis for Total Compensation programs.
- Oversee and conduct employee training on Total Compensation programs, processes, and changes.
Performance Management (15%)
Lead and supervise a staff of professional and operational employees. Establish expectations and measures. Provide on-going performance feedback.
- Expectations are clear, well communicated, and relate to the goals and objectives of
- the department or unit
- Staff receive frequent, constructive feedback, including interim evaluations as appropriate
- Staff have the necessary knowledge, skills, and abilities to accomplish goals
- The requirements of the performance planning and evaluation system are met and evaluations are completed by established deadlines with proper documentation
- Performance issues are addressed and documented as they occur
- Safety issues are reviewed and communicated to assure a safe and healthy workplace
Required Qualifications
- Bachelor’s degree in human resource management or a related field; or equivalent, relevant experience.
- Significant experience with classification and compensation programs.
- Experience managing, and overseeing benefits programs.
- Excellent interpersonal, written, and oral communication skills.
- Supervisory experience and/or experience as a team leader.
- Analytical skills.
- Detail and deadline oriented.
- Experience with and ability to utilize Microsoft Office software.
- Familiarity with payroll regulations, IRS code, FLSA, ERISA, FMLA, and other related state and Federal laws and regulations.
Preferred Qualifications
- CEBS, CPP, and/or HRCI or SHRM certification is strongly preferred.
- Experience establishing a class and compensation structure is strongly preferred.
Conditions of Employment
- This position has been designated as essential and may require reporting to work when the college is officially closed.
- Position is subject and may require additional hours beyond the typical work week to meet the business needs.
